Pursuant to the New Hampshire "Access to Government Records and Meetings" Statute (RSA Ch. 91-A), I hereby request the following records:
Seeking a certified copy of any employment application and any contents of a personnel file, or any publicly available evidence whatsoever, on a person currently claiming publicly on Linked In to have been employed as "Director of Personnel" by "SAU 57" (Salem School District, Salem New Hampshire) from "1994 - 1997" -- as I believe such public claim is false, because this person, Allun Hamblett, was actually employed by Collier County Public Schools, Naples, Florida during those years (1995 - 1997) as the Executive Director of Human Resources (with access to all teacher applications and teacher files), without, I believe, ever having any application, and any actual prior work experience in education, human resources or a public school district.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I received your request, but it’s necessary for me to ask for greater detail. As you may be aware, not all personnel records are public documents. Before I ask the office staff to research this matter, I’ll need to know more specifically what information you seek. Soon thereafter, if it’s something we can provide, then the information will be available at the Office of the Superintendent of Schools at 38 Geremonty Drive, Salem, NH 03079. We do not convey such information in digital form.
If you want a memo stating whether or not the individual you identify did or did not work in this office during the time period you reference, there will be a modest fee for time required to provide the document. However, that document will be made available to you in this office.
If copies are necessary, we charge a modest fee. If you bring your own copying device there will be no charge. Once I have a better understanding of the information you request, I’ll be able to provide a cost estimate.
Please more specifically state the information you request.

As I stated in my initial request, I am seeking:
a certified copy of any employment application and any contents of a personnel file, or any publicly available evidence whatsoever, on a person currently claiming publicly on Linked In to have been employed as "Director of Personnel" by "SAU 57" (Salem School District, Salem New Hampshire) from "1994 - 1997."
Consequently, in answer to your question, whatever information is publicly available in response to my request, that is what I am seeking, in certified copy, certified by your public school district (I am only interested in certified information from your public school district).
Thus, if you have a job application, or resume, or official college transcripts in a personnel file, and if such are publicly available, kindly tell me the cost to obtain a certified copy for a person claiming past employment at your school district, Allun Hamblett.
If you have payroll history information, or any dates of employment from benefits or personnel or payroll, and if such information is publicly available, then that, too, is what I am seeking, in a certified copy.
I don't think this is a difficult or complex matter to research. I believe the person, Allun Hamblett, actually never was employed in your school district -- and, if that is what you discover as well, then kindly state on school district letterhead, certified and signed by you, that Allun Hamblett has never been employed by your school district (as I believe this is the truth).
You do not need to convey the certified information in digital form but I would like you to send it via US Mail to me at Muckrock if you can not email it.
You have offered a "memo" stating if Allun Hamblett did or did not work there during the years 1995-1997, but if he did work there, or rather, if you are claiming with other public information certified by your district that he did, then there is obviously no need for such a memo.
Please let me know charges for whatever documents you are preparing to copy, certify and send to me. And, again, it may be the only document you do prepare is a letter on your school district letterhead, certified, and signed by you, stating what I believe to be true, which is that Allun Hamblett was never employed in any capacity in your school district.

It is our school district’s practice not to convey, electronically, digitally, by post, or similar means, information requested under NH RSA 91-A. Therefore, if you desire a public document such as a certified letter attesting to the statement below, please let me know and the document will be available for you here at the office of the Superintendent of Schools, 38 Geremonty Drive, Salem, NH 03079, during regular business hours. I will not charge a fee for this letter.
That formal personnel records are publicly available, particularly for individuals not working in a school district, is arguable, and I won’t debate the issue. However, I will state that Allun Hamblett worked as the Director of Personnel in the Salem School District, in Salem NH, from August, 1992 through June, 1994.
Again, if you want a formal letter attesting to this fact, please let me know. The letter will be available for you in this office as indicated above.

If I understand you correctly, you are saying you have absolutely no evidence that Allun R, Hamblett was ever employed as a Director of Personnel during the years he is posting publicly on Linked In at the present time that he was so employed, which according to him, is: "1994-1997."
If that is correct, that he was not employed as your Director of Personnel from the 1994 school year through 1997, then please write a letter stating he was not employed by your district during those years, as your claim is now contradicting his claim as to what he was doing during those years.
As for what he may have been doing prior to 1994, according to Allun Hamblett and his Linked In public profile, he was not employed at your school district prior to 1994 -- as he claims publicly he was employed elsewhere, by a paving company up to 1993 ("ten years"):

Just to confirm once again that you and I are now on the same page: you have no official public record evidence identified in NH public records laws available to the public, whatsoever, that you can offer me as a certified public record that would support anyone's allegation that Allun Hamblett was ever employed in your district in any capacity whatsoever, is that correct?
All you can provide to me regarding the years in question (1994-1997) is a certified signed letter from you stating: Allun Hamblett was not employed during the school year 1994-1997 -- as Allun Hamblett is thus erroneously claiming on his Linked In page. Is that correct?
I would certainly appreciate such a letter, certified, signed by you, to fullfill this public records request.
But I did not query you about other years wherein Allun Hamblett is already publicly claiming he was nowhere near your school district, as he says publicly he was employed elsewhere during the dates you are mentioning which I have not mentioned ("Aug 1992-June1994"). I am not interested in those dates.
Is it possible you can write a letter omitting the new dates you are mentioning ("1992-1994"), and respond only to the dates I queried about which is what Allun Hamblett is claiming ("1994-1997") -- and write a letter, sign it, certify it, and send by US mail to MuckRock at their po box, confirming to me what I already knew, that Allun Hamblett was absolutely not employed by your school district during the three years he is publicly claiming on his current Linked In Page ("1994-1997")?
I am happy to pay whatever the legal cost of such a certified letter on your school district letterhead.
I am unavailable to go to your school district, and unless there is a law prohibiting you from mailing this certified public record, I would expect you would be able to mail it.
In addition, just to be clear: you have no other public record personnel or payroll or benefit dates or information which may be available to the public under NH public records law, that you could offer me about ANY other dates of employment, is that correct?

NOT employed during the three year time period in question,
specifically, Allun Hamblett was not employed:
1) NOT employed in NH in the school year Sept 1994-June 95
2) NOT employed in NH In the school year Sept 1995 - June 96
3) NOT employed in NH in the school year Sept 1996 - June 97
And, no public record information located at this NH school district which is normally available on former employees under NH public records laws is known to you that would evidence employment in any other year either.

In response to my public records request, I think you only need to write:
"This public school district has no public records whatsoever to indicate that we ever had an employee named Allun Hamblett."
I think that's the truth: Allun Hamblett never worked there (and his LInked In page is therefore false).
I don't think that is so difficult to respond honestly to a public records request.
What's the problem?

I think the problem is there is no public record salary history for anyone named "Allun Hamblett" -- and that is why this Salem Public School District is unable to evidence any employment by Allun Hamblett though a salary history (which is information allowed to be requested under New Hampshire public records law).
Since there is no salary history for Allun Hamblett, there was no actual employment of Allun Hamblett -- and Hamblett's Linked In page is therefore false. He is fraudulently publicly claiming he had experience working in a school district (Salem, NH) in Human Resources, when in fact he did not.
He went from being a salesman in a paving.concrete company to: a newly created job, as Executive Director of Human Resources of Collier County Public Schools. That is due to his actual role: political operative -- who now has access to every teacher file in that school district.
