I seek all records concerning any contracts, agreements, memoranda of understanding, or other written instruments between the state of Oregon and Amazon or any other subsidiaries regarding the following Amazon fulfillment centers, including but not limited to any agreements concerning taxation or the provision of any municipal resources:

The state of Oregon doesn’t have any agreements with Amazon regarding it’s fulfillment centers. Amazon has used the Enterprise Zone program to abate local county property tax in counties it does business in, you can see e-zone data here:
