I am seeking clarification to the response to my request here. In your previous message, you stated "We do not have data for this request and consider this data request to be completed."
Is this to say that you have not found any responsive records at all based on my request, or that you have found records but they are exempt from disclosure? If there are exemptions, please see the following section of the Minnesota Government Data Practices Act relevant to the clarification I require: https://www.revisor.mn.gov/statutes/cite/13.03
"(f) If the responsible authority or designee determines that the requested data is classified so as to deny the requesting person access, the responsible authority or designee shall inform the requesting person of the determination either orally at the time of the request, or in writing as soon after that time as possible, and shall cite the specific statutory section, temporary classification, or specific provision of federal law on which the determination is based. Upon the request of any person denied access to data, the responsible authority or designee shall certify in writing that the request has been denied and cite the specific statutory section, temporary classification, or specific provision of federal law upon which the denial was based."

To whom it may concern,
This is an appeal of a response provided by the Minnesota State Patrol to a request filed under the Minnesota Data Practices Act.
The agency received the attached request from me on May 27, 2020. On January 6, 2021, the agency completed the request with a letter stating that there were no responsive documents (my request was submitted via MuckRock - please see the following public record-trail at the following link: https://www.muckrock.com/foi/saint-paul-164/foia-mn-state-patrol-documents-pertaining-to-the-murder-of-george-floyd-93844/#comm-1015565 )
This is an appeal of the integrity of that request. I respectfully request that this office remand the request to the Minnesota State Patrol for a fresh search and appropriate specificity when withholding responsive records.

Thank you for your email. Unfortunately the Data Practices Office does not have enforcement authority over the Data Practices Act and as a result we are unable to compel responses to data requests, and we do not have authority to remand requests for additional responses. However, you have a couple difference options if you believe a government entity responded inappropriately to your data request (i.e. you believe responsive data exists and they did not provide the required access). These options are:
1. Contact the Data Practices Compliance Official at the government entity for assistance. The DPCO for the MN Department of Public Safety is Sydnee Woods and her contact information is Sydnee.Woods@state.mn.us<mailto:Sydnee.Woods@state.mn.us> or 651-201-7170; or
1. Bring an action pursuant to 13.08 or 13.085.
* Minn. Stat. sec. 13.08 provides actions you may bring in court, including an action for damages, an injunction, or to compel compliance.
