Pursuant to the Minnesota Data Practices Act, I hereby request the following documents:

Documents concerning IMSI catchers or any of the following words: "Stingray", "cell site simulator", or "dirtbox". including:
-Contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers
-Department policies and procedure regarding the use of IMSI catcher technology
-policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Although I don't have an exact cost estimate for the search/retrieval of your data, my guess is approximately $50. Please send a check payable to the Saint Paul Police Department in the amount of $10.00. Once I have this pre-payment, I will process your request. After completed, I will send you a final invoice.

Thank you for your time and effort. I am a little unclear though on what you mean by e-mails responsive to my request. I was not asking for e-mails, only for policy and procedure regarding IMSI catchers, and any contracts with the Harris Corporation for purchase of their Stingray or KingFish devices. Could you clarify for me if there are any documents responsive to my request not in the form of e-mail communication?

To clarify, the first line of your request asks for documents. Therefore, I did a quick email search and found responsive data. I don't know at this time if there are any documents responsive to your request not in the form of e-mail communication. We are still asking for a pre-payment for the search/retrieval of requested information in your data request. I have consulted with a contact I have in St. Paul by the name of Richard Neumeister who has been researching and reporting on these issues in Minnesota, and because I cannot fly out to Minnesota myself in the coming weeks, he has agreed to inspect the documents for me. I will be making a decision on whether to pursue paying charges for copies being sent to Boston based on his inspection.
