Records that identify equipment grants to law enforcement agencies within the area in which your Urban Areas Security Initiative (UASI) authority operates, approved since January 1, 2016, including grant application if available, that contain some or all of the following information:

Name of recipient or sub-recipient;
City or County of recipient/sub-recipient;
Summary description of equipment for which the grant was intended;
Dollar amount or value of grant, award, or sub-award;
Fiscal Year of federal funds from which grant originated;
Time period in which grant was to be executed.

The information we have received from the California Office of Emergency Services indicates that the following serve as UASI authorities or administrators within California:
Bay Area UASI;
City of Los Angeles;
City of Santa Ana, Homeland Security Division;
City of San Diego, Office of Homeland Security;
City of Riverside Office of Emergency Management;
Sacramento Police Department.

Please disclose records as they become available to you. If you determine that any or all of the information in responsive records is exempt from disclosure, I request that: (1) you exercise your discretion to disclose some or all of the records notwithstanding the exemption; and (2) that, with respect to records containing both exempt and non-exempt content, you redact the exempt content and disclose the rest.

Thank you for your response and effort to clarify my request, in order to reduce the time needed to identify and review responsive records.

As you may have surmised from the wording of the request, we have submitted the same request to all UASIs in California, and are seeking uniform information from each. For that reason, I am reluctant to narrow the years for which we request records.

However, we are not requiring ALL documents that contain such information, IF the responsive records that are disclosed contain the information we are looking for, named in the request:
-Name of recipient or sub-recipient;
-City or County of recipient/sub-recipient;
-Summary description of equipment for which the grant was intended;
-Dollar amount or value of grant, award, or sub-award;
-Fiscal Year of federal funds from which grant originated;
-Time period in which grant was to be executed.

For example, if other documents disclosed contain this information, then contracts that also contain it would not be necessary.

I don't know how Sacramento PD keeps the UASI records. Bay Area UASI (which I recognize is bigger) publishes application documents in its Brown Acted meeting materials that outline the above information.

I understand that the Sacramento UASI got its first funding in FY2016, and that there is typically a lag time of 12-18 months between the fiscal year of allocation and the distribution of funds, so that this request likely applies to about four or five years of grants.

I also recognize that you may need an extension on the ten days permitted for response by the Public Records Act. Some other UASIs have requested 14-day extensions.
