Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:
All communications records (emails) between the City of Sacramento Police Department (hereafter “SPD”) and the International Association of Crime Analysts (hereafter "IACA") mailing list between the following sets of dates: Jan. 1, 2014 - Dec. 16, 2016.
I request that you include in your search all mentions of IACA. Additionally, please include — but do not limit — your search to emails received from and sent to the email address: "iacalist@iaca.net" and/or any other email address ending in "@iaca.net".
Previous records released by the Durham Police Department of North Carolina in response to a records request under the Public Records Act revealed that on July 7, 2014, a SPD employee named “Lai Lai Bui” was subscribed to IACA using the email address “LBui@pd.cityofsacremento.org”. Bui replied to an email sent to the IACA mailing list by Jason Schiess, Analytical Services Manager at the Durham Police Department.
IACA is an international mailing list for the discussion of crime analysis. On its website, IACA states that "not all subscribers are members of law enforcement agencies," and law enforcement officials using the list are advised against sharing "sensitive or confidential information over the list." It must be concluded, therefore, that any information transmitted by Cary PD through the IACA mailing list has already been circulated outside of the United States and among members of the public who are not law enforcement professionals.
As I am submitting this request in my capacity as a professional investigative reporter, I ask you waive all applicable fees associated with the search, review and duplication of any responsive records. The requested documents will be made available to the general public, and this request is not being made for commercial purposes. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
