For items numbers 2 and 3: "Zero (0) use of force complaints were made by civilians in 2018 to SPD resulting in a formal investigation (also known as a "Citizen Complaint"*). Twenty-six (26) use of force complaints were made by civilians in 2018 to SPD resulting in an informal investigation/resolution (also known as an "inquiry"**). Zero (0) use of force complaints made by civilians in 2018 were sustained***.
* Prior to August 2019, SPD's definition of a Citizen Complaint was "an allegation of misconduct against an employee initiated by any member of the public where a formal investigation occurs."

** Prior to August 2019, a complaint that did not rise to the level of a formal investigation was handled as an "Inquiry". An inquiry was defined as "an initial allegation of misconduct against an employee where an informal investigation may occur and the complaining party (1) is satisfied that appropriate action has been taken by a Department supervisor; (2) is merely requesting clarification of a policy or procedure, or the alleged misconduct or improper job performance, even if true, would not constitute a violation of law or policy/procedure; (3) withdraws the allegation(s), refuses to cooperate, or becomes unavailable; or (4) makes an allegation that lacks any arguable basis or merit based on the initial investigation and/or was made for the purpose of harassment."

*** Prior to August 2019, a complaint disposition (i.e. sustained, exonerated, unfounded, etc.) would only apply to a formal investigation i.e. citizen complaint. Because the twenty-six (26) inquiries in 2018 were considered informal investigations, none qualified for a "sustained" disposition.
