Feedback: The request is for all complainants, all records (complaints). Not only for individual units. I do not have a database of decal numbers. So, all units, all parks, all residents. etc. The search needs to be against the complaints, not against units. Please read where I am asking across ALL units. HCD has a record of decal numbers of all units. So, please use that record of all decals and search against all units if required. Or, HCD received around 15000 complaints per year. An easier method may be to search all ~45000 complaints for the desired match. HCD has this capability based on the PDF link provided previously. Again, please search across all complaints. I would imagine HCD's computer maintainer can find this in short order.

As previously stated, we are unable to search for records regarding individual units because these records are maintained by decal number. In lieu of providing complaint records against specific units, we could search for complaints made against the park as a whole. If you want complaints made against parks, please provide the following information:
1. The date range for the records; i.e., complaints for the last six months? last year? Please be advised that the division responsible for maintaining these records has a record retention policy which permits the destruction of records after a certain period of time, typically three years.
2. Please identify which parks you are requesting records for? Please be advised that HCD does not have jurisdiction over every park in the state. A list of parks under HCD jurisdiction can be found on our website.

Your last response is contradictory. First you say that you are "not seeking records against a specific unit" but then you say that your request was "all complaints with HCD C&S for all units in the State of California." Please clarify which records you are seeking.
Due to the way records are maintained, we are not able to search for records which pertain to specific unless we have the decal numbers. Records which pertain to the park generally (complaints against the park common spaces, park management) can be searched.
As previously indicated, we do not maintain records according to which section of title 25 are violated so we will have to provide all complaints. Moreover, we do not have jurisdiction over all parks within the State of California - we will only be able to provide records for parks under our jurisdiction. A complete list of HCD parks can be found on our website.

I made my request on December 30th 2021. We are almost at 30 days without progress.

First, search all decals if you need to do so. I imagine your agency has a database of all decal numbers. But, I am requesting a search against complaints, not decal numbers.

Unfortunately, I am looking for all records across the entire state and not only a single park.

My answer: Please provide for all parks for which HCD has jurisdiction across the entire state.

My feedback: You have not done the search yet so I am not sure you will know their is a high volume of responsive records.

What agency maintains the "decal database"? Based on https://www.hcd.ca.gov/manufactured-mobile-home/registration-titling/index.shtml I would think it would HCD. Will you please confirm that HCD does not maintain a database of decal numbers, registration data, and/or titling data?

I have reviewed the provided records and it appears that none of the provided records are responsive to the code requested.

The codes requested for the records were:

Cal. Code Regs. Tit. 25, § 1184 - Lot Location
"Equipment to supply electrical power to a unit shall be located within four (4) feet of the unit or the proposed location of the unit."

Cal. Code Regs. Tit. 25, § 1274 - Lot Water Service Outlet - clause (b) only
"(b) The lot water outlet shall be located within four (4) feet of the outside of the unit, or under the unit within eighteen (18) inches of the exterior wall of the unit."

Mone of the records provided deal with the above codes (48 inches from utility to unit).

Because HCD does not have the technological ability to pull complaints based on specific code sections, nor do all complainants cite specific code sections in complaints, we were required to have our IT staff search all complaints by a key word search. A key word search almost always pulls in records that are beyond the scope that the requester is seeking. Our key word search was designed to target any potentially responsive records. This search pulled in excess of 300 individual complaints. 100 of which have been identified as responsive after a re-evaluation in light of your comments.
Your request sought complaints that related to two very specific code sections. However, very few of the complaints that were identified directly referenced the specific provisions you requested. Because we are relying upon the complainant's own description of the violation, we included the following types of complaints as responsive:

* General electricity/water service disruption. A service disruption could be construed as a violation of these provisions because when there is a service disruption, no working  electrical or power outlet is located within 4 feet of a mobilehome unit.
* Water quality, leakage, or voltage issues. If a water or electrical supply is inadequate or leaks, it could be construed as a violation because no adequate outlet is located within 4 feet of a mobilehome unit.
* Broken or missing "meters." Complainants often use "meter" interchangeably with "outlet" so these were included as it's not clear which the complainant is actually referring to.
I am providing this background information and our decision on potential responsiveness in hopes that you will better understand why these records are being included. As you are aware, the Public Records Act favors disclosure of records and we often over-disclose out of an abundance of caution as requesters cannot be expected to know the depth or nuance associated with an agency's records.
If after reviewing the information I provided, you would like to narrow the request to only those complaints that cite the specific code sections you identified or the content of the complaint specifically references the location of a power or water outlet unit, please let me know.
In the event you do not narrow or otherwise modify your request, we will continue to release records on a weekly basis. As I indicated, at present there are over 100 potentially responsive records that need to be individually reviewed for personally identifiable complainant information which will need to be redacted as to protect the identity of complainants. These records are being reviewed as quickly as possible and because we have to treat all PRAs with equal consideration and importance, it is not possible to estimate when all records will be made available at this time. The current timetable is based upon a weekly rolling basis.
Additionally, records have been released on 3/11/22 and 3/25/22. The records provided on 3/25/22 occurred after we re-evaluated the records for responsiveness.
