Pursuant to the Rhode Island Access to Public Records Act ("APRA"), I hereby request the following records:

Written procedures for access to the agency’s public records, including any records request forms required or suggested by the agency.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Our police department received a fax from you
on or about March 31st, 2014, but the ink was very faint and difficult to
read. However I believe it pertained to the manner in which we
process requests relative to the RI Access to Public Records Act.

Pursuant to Rhode Island
General Law under § 38-2-1, entitled Purpose.
– The public's right to access to public records and
the individual's right to dignity and privacy are both recognized to be
principles of the utmost importance in a free society. The purpose of this
chapter is to facilitate public access to public records. It is also
the intent of this chapter to protect from disclosure information about particular
individuals maintained in the files of public bodies when disclosure would
constitute an unwarranted invasion of personal
privacy.
I have attached a copy of
our standard APRA request form. We DO NOT require the public to
complete the attached form in order to request a record, but we encourage
it as it helps us to ensure a timely and accurate response. There is
no cost associated with this response to your request. You can also
visit our APRA page on our Department's website at
http://www.richmondpd.org/records.htm.

I apologize for the
misunderstanding, as I thought I had satisfied your original
request. I've attached a copy of the Department's existing
"POLICE and NEWS MEDIA" policy, which is among those that will
be updated in the upcoming months as we update all of our policies to
align our agency with In-State accreditation. Our personnel have
been directed to forward all public records requests to me or my designee,
and all requests are processed in accordance with Chapter 38-2 of
the RI General Laws.
Please let me know if I can be of any further
assistance to you.
