Richmond Redevelopment and Housing Authority (RRHA) acknowledges receipt of your FOIA request, dated May 29, 2019 received on May 30, 2019.

Upon further review a response will be provided to you within 5 business days of your initial request date. Day 1 is considered the day after your request is received. The five-day period does not include weekends or holidays.

If it is not practically possible to identify, locate, or provide the records you requested within 5 business days, RRHA may require an additional 7 days to respond to your request pursuant to Va. Code § 2.2-3704(B)(4).

RRHA will need some further clarification on the scope of your request.

As a first matter-RRHA public meetings are formally scheduled with a minimum of three business days' public notice. While most meetings of the Board and its Committees are scheduled at regular times each month, every meeting is considered tentatively scheduled until formal public notice is issued. For meetings beyond the month of June, RRHA can only provide dates where those meetings are expected to be scheduled. Does this satisfy your request?

RRHA also requires clarification on what is meant by "all scheduled hearings, or meetings open to the public," including "any meeting notice issued to residents." The only "meetings" which are open to the general public are meetings of the Board and its Committees, which are required to be open to all members of the public pursuant to FOIA. All other meetings held by or involving RRHA staff are "closed," in the sense that any or all members of the general public can be excluded in accordance with applicable law. Please let us know if you are referring to the following kinds of meetings, or other meetings not specified here:

* Public meetings of RRHA's Board or its Committees.

* Meetings called by an employee or officer of RRHA to which the members of the public at large are invited.

* Meetings called by an employee or officer of RRHA to which the members at large of any of RRHA's communities are invited (e.g., a community meeting for any interested Creighton Court residents.)

* Meetings called by an employee or officer of RRHA to which only specific external individuals are invited (e.g., tenant grievance conferences, press conferences.)

* Meetings attended only by RRHA staff or officers (e.g., executive team meetings, personnel meetings.)

* Meetings merely attended by, but not called or organized by, RRHA staff members (e.g., City Council meetings attended by members of RRHA staff; RTO meetings.)

* Meetings not called or attended by RRHA staff (e.g., Tenant Council meetings.)
