From: Ben Hallman

To Whom It May Concern:

Pursuant to Virginia Freedom of Information Act, I hereby request the following records:

Police reports for every motor vehicle break-in and/or larceny from a motor vehicle that occurred in 2015. I want to determine how many vehicle break-ins occurred in your jurisdiction and basic information about each, including what, if anything, was stolen.

I want to see all the information contained in each police report, including, but not limited to, the time and location of each crime; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; victims' names, ages, addresses and contact information; and the narrative summary of what happened.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Ben Hallman

From: Ben Hallman

Given the quantity of reports that our request is likely to produce, we want to narrow it. Instead of requesting incident reports for every larceny from a motor vehicle in 2015, we are now only requesting reports for larcenies from motor vehicles in which a firearm was stolen in 2015.

We still want see all the information contained in the report, including, but not limited to, the time and location of each incident; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; the victims' names, ages and contact information; and the narrative summary of what happened.

Please also provide the TOTAL number of larcenies from motor vehicles that were reported to your department in 2015, no matter what, if anything, was stolen. All we need here is a number.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

Would it be possible to request one-quarter of the reports (one of every four) and reduce the cost and processing time accordingly?

From: Ben Hallman

Also, would you mind sending me one sample report? I just want to see what's on it so I make sure we're getting something that will be useful to us.

Hi Mr. Shipman,

I met with my editors and we've decided to alter course slightly. Would you mind providing me just 10 of the reports? Let me know how much that will cost and how to pay for it.

Also, would you mind providing me the total number of firearms that were reported stolen in Richmond for 2015, from all sources, including not just cars but residences, businesses, etc.?

Thank you Mr. Shipman! One more question: I just realized you said there were over 130 reports of firearms from automobiles. Would you mind providing us the exact total of firearms stolen from automobiles in 2015? You already told us how many were stolen from all sources, but we'd like to see how many were just stolen from automobiles so we can figure out how common a source automobiles are for guns.

From: Shipman, William K. - Police

Mr. Hallman,

There were 136 firearms stolen from motor vehicles in 2015.
