Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
- a copy of the PHA Fiscal Plan letter from HUD dated September 30 and enclosure
- any emails sent to or received between RRHA and Robert Davenport or HUD officials between June 2019 and the time this request is processed
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Please allow this email to confirm that, pursuant to Section 2.2-3704(B)(4), it is not practically possible for RRHA to provide these requested records within the required timeframe because of our holiday schedule and travel of relevant staff members who might possess the records.
Therefore, RRHA will extend the timeframe for our response an additional seven (7) work days.

Thank you for following-up on this. I am still working on pulling all the relevant information together, and will provide the requested documents to you as soon as possible.
However, while RRHA received letters from HUD dated September 30, 2019, none of them refer to any "PHA Fiscal Plan". Are you able to provide additional clarity of what documents(s) you are specifically requesting?

1. A copy of the letter from HUD dated 9-30-19 informing RRHA that our Annual Plan for the fiscal year beginning 10-1-19 was not approved.
2. All emails between RRHA and HUD from June 2019 until today, with any irrelevant information withheld under Virginia Code 2.2-3704(B) and certain personal contact information redacted pursuant to Virginia Code 2.2-3705.1(10).
These are all the documents and records that are responsive to your request. Please note that RRHA reserves our right to supplement this response if we later discover other responsive documents.
