Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

- All documents outlining a strategic plan to prevent or mitigate heating issues at RRHA property, issued between Jan. 1, 2017 and the time this request is processed.
- Any log or index of heating issues at RRHA properties, including nature of the issue, date it was reported, and progress in fixing it.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I write in response to your FOIA request dated December 13, 2018. In your request, you identified the following documents:

(1) All documents outlining a strategic plan to prevent or mitigate heating issues at RRHA property, issued between Jan. 1, 2017 and the time this request is processed.
(2) Any log or index of heating issues at RRHA properties, including nature of the issue, date it was reported, and progress in fixing it.

In response to item (1) of your request-RRHA does not possess any documents which would constitute a "strategic plan to prevent or mitigate heating issues." RRHA officials have discussed RRHA's general approach to addressing both short-term and long-term heating issues (often at public meetings where members of the press have been in attendance). However, no unified document or documents exist which lay out RRHA's "strategic plan."

In lieu of a document which is directly responsive to this request, RRHA has attached the following documents:

· Relevant portions of a capital needs "Management Plan" developed by our capital improvements consultant, KCI, Inc., which outlines KCI's recommended strategies for addressing capital needs in each RRHA community. In relevant part, this plan outlines KCI's recommendations for addressing boiler and other HVAC issues at various RRHA communities.

o Please take note that this plan constitutes KCI's recommendations, and is not necessarily RRHA's definite plan for addressing capital needs. RRHA is not obligated to abide by this plan.

· A draft of RRHA's "Five-Year Capital Needs Action Plan," which outlines the anticipated spending budget for RRHA's Public Housing Capital Fund grant for the next five years. This plan, in relevant part, outlines RRHA's anticipated needs and priorities in addressing heating-related capital improvements. A public hearing for this plan is currently scheduled for January 16, 2019.

o Please take note that RRHA anticipates issuing a formal press release regarding the Five-Year Plan shortly after the first of the new year. The press release is expected to provide broader context about RRHA's Capital Needs spending priorities.

· Minutes from the September 12, 2018 meeting of the Property Management Committee, at which RRHA's approach to dealing with heating-related complaints from individual residents was addressed.

For your convenience, a copy of RRHA's press release issued earlier this week has also been attached.

In regard to item (2) of your request, please find attached RRHA's running log of units known to RRHA to have either boiler- or radiator-related heating issues. This is a living document and is updated regularly as heating issues or resolved or as new issues, if any, are reported. It was most recently updated on Wednesday, December 19.
