Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:

1) All contracts, memorandums of understanding, and statements of work between the Department, Google, MavenWave, and/or RIPL regarding Rhode Island's Virtual Career Center. This partnership has been publicly announced here: https://www.prnewswire.com/news-releases/rhode-island-to-launch-virtual-career-center-powered-by-google-cloud-as-part-of-back-to-work-ri-initiative-301157291.html.

2) Documentation of the machine learning models developed by RIDLT, Google, and/or RIPL as part of the "Career Matching ML algorithm(s)" described in the above press release. This documentation should include, where available:
- Any executive summaries or overviews of the "Career Matching ML algorithm(s)"
- Documentation of the algorithm(s)' architecture, including documentation of the machine learning methods employed
- A data dictionary or comparable list of the variables/factors fed into the algorithm(s), including documentation of their weighted importance, i.e., how much influence each input has on the algorithm's output
- Results of all validation/accuracy tests performed on the algorithm(s)
- Results of all differential impact analyses or comparable studies performed on the algorithm(s)

3) Documentation of the bias monitoring conducted as part of the Virtual Career Center project. Please note that this CBS story (https://www.cbsnews.com/news/unemployed-rhode-islanders-artificial-intelligence-career/) specifically mentions that "Mintaka Angell, director of policy and communications at RIPL, said RIPL monitors the AI to check for bias in the suggestions." This documentation should include, where available, the policies and procedures that guide the bias monitoring as well as the results—reports, summaries, statistics, etc.—of the bias monitoring process.

4) Data, from the time of the program's launch until the present, reflecting how frequently users of the Back to Work RI/Skipper virtual assistant have ranked the career, job, and/or training recommendations they received as helpful or unhelpful (as signified on the website by a thumbs up button or thumbs down button). This data should be broken down by all available variables, such as the career/job recommended, the user's age, the user's zip code, etc.

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of it, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
