Pursuant to the Rhode Island Access to Public Records Act ("APRA"), I hereby request the following records:
A log of public records requests submitted to the Attorney General's office that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled. Ideally I would like this information for the period from 2004 to the present.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of academic research and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your April 1, 2015 Access to Public Records Act ("APRA") request has been forwarded to me. You seek:
"[a] log of public records requests submitted to the Attorney General's office that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled." You seek this information from 2004 to April 1, 2015.
Attached please find responsive documents. You should be advised that this Department's earliest log is 2008, so prior years are not maintained by this Department and cannot be provided. See R.I. Gen. Laws § 38-2-3(h). Also, while some entries may contain "the requester's name, the requester's organizational affiliation, [and/or] a description of the request," other entries do not contain one or more of these identifiers, and in these instances, this information was not provided. See R.I. Gen. Laws § 38-2-3(h). In this respect, you should also be advised that the primary purpose in maintaining this log is to ensure that pending APRA requests were fulfilled in a timely manner, and the absence of a response date (or other information) may be the result of a number of factors, including the APRA request being withdrawn, this Department awaiting pre-payment as authorized by the APRA, or simply the closing of a file without recording the date the request was answered or other information. The most accurate record of "the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled," would be the records contained within each file.
With respect to the documents provided, there are two (2) redactions. The first contains the name of an alleged sexual assault victim and the second contains the name of a grand jury witness. These redactions have been made pursuant to R.I. Gen. Laws § 38-2-2(4)(I)(b) and the balancing test set forth in DARE v. Gannon, 718 A.2d 218 (R.I. 1998). The latter redaction was also consistent with R.I. Crim. Pro. R. 6(e) and R.I. Gen. Laws §38-2-2(4)(S).
Because the records provided were maintained and provided electronically, and because search and retrieval consisted of forty-five (45) minutes, there is no charge for this request. See R.I. Gen. Laws § 38-2-4.
This decision can be appealed pursuant to R.I. Gen. Laws §38-2-8.
