Pursuant to the Nevada Public Records Act, I hereby request the following records:

- Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention the potential transfer or distribution of ownership of the Nevada Wolf Shop and a profit and loss statement for the year of 2018

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This e-mail is in response to your public records request for certain records relating to "Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention the potential transfer or distribution of ownership of the Nevada Wolf Shop and a profit and loss statement for the year of 2018."

Please find provided with this letter documents numbered PRR1186 001-002 in response to your public records request for a profit and loss statement for the year of 2018.

We also are writing to seek clarification regarding the request because it is overly broad as to what is being specifically requested. Other than the profit and loss statement, the request does not identify a specific record. In order to inspect or copy a public record, the specific record must be identified by the person requesting the document. The University is required to disclose only identifiable governmental records not otherwise exempt and requests for general information do not fall within the definition of identifiable governmental records.

Further, the University does not know what is meant by the terms "any digital communications" or "distribution of ownership." We also cannot tell from the wording of the request if you are seeking all the records for the year 2018 or just the profit and loss statement from the year 2018. If you are only seeking a profit and loss statement from 2018, then the request also should have a time period for the remaining records requested.
Finally, the request seeks communications between and among University personnel, but does not specify which personnel. The University employs well over 6,000 individuals. Your request appears to require that the University contact each employee to determine whether each employee has any of the unspecified documents.

The University respects an individual's right to request specific records. The University would be pleased to work with you in an effort to narrow the request so that specific documents can be appropriately produced. We can be available to speak with you via telephone in an interactive process in an effort to meet your needs.

I did not receive documents numbered PRR1186 001-002. I would really appreciate it if you could resend that.

In regards to narrowing the scope of my search, I would like Steve Dubey's emails and text messages as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention the potential transfer of ownership of the Nevada Wolf Shop. In order to further narrow my request, I would like these documents to be from the beginning of the official school Fall semester. In other words, I am narrowing the search to the beggining of the Fall semester (2019) to November 19, 2019.

I would like some clarification. By "The University is not aware of any documents responsive to the request" do you mean:

a) The university does not have Steve Dubey's emails
b) His emails from the allotted time period does not mention any transfer of ownership?
If b is the case, I would like his emails from August 26, 2019 to October 26, 2019.

Dear Ms. Molina,
My previous response accounted for the fact there may not be any emails regarding the transfer of ownership. Accordingly, the statement "The University does not understand why you are seeking documents regarding the transfer of ownership when none is contemplated" ignores my request. My request stated if "His emails from the allotted time period does not mention any transfer of ownership... I would like his emails from August 26, 2019 to October 26, 2019."

To make sure my request is clear I will restate it. I am kindly requesting Steve Dubey's emails from August 26,2019 to October 26,2019. If this request is too broad in scope, then I would like it to be narrowed by an increment of one month until the search is feasible. If the search is not feasible after narrowing the time period to a month, I would like it to be narrowed weekly. Thank you for your anticipated cooperation in this matter.

Our initial search efforts have revealed that there are close to 7,000 emails and it will take several weeks to review them. Further, it is unclear from your search request which month and/or weeks you would want eliminated from the search to narrow the time frame if that approach was taken. If you narrow the search by terms instead of by time period, it might expedite the search.
