The Washoe County Sheriff's Office has reviewed its files and has determined there are no responsive documents to your request.  All of the Washoe County Sheriff's Office policies can be located on our website washoesheriff.com under the about us tab. The Nevada Legislature has instructed that information regarding a law enforcement officer is confidential as a matter of law. Consequently, existing law prevents this Office from providing the requested information. S ee NRS 289.080(6)-(7); NAC 284.718(l)(j); Donrey v. Bradshaw, 106 Nev. 630, 798 P.2d 144 (1990). Additionally, present and former employees have a privacy interest in the avoidance of harassment and public disclosure of their personnel files. Reno Newspapers, Inc. v. Haley, 126 Nev. 211, 214–15, 234 P.3d 922, 924–25 (2010); see also FOIA Exemption 6. “Privacy encompass[es] the individual’s control of information concerning his or her person.” DOJ v. Reporters Comm. For Freedom of Press, 489 US 749, 763 (1989). FOIA Exemption 6 protects information about individuals in “personnel and medical files and similar files” when the disclosure of such information “would constitute a clearly unwarranted invasion of personal privacy.”  5 USC sec. 552(b)(6).

To Whom it May Concern,

I would like to appeal your decision on my request regarding Use of Force I made on March 28th, 2023 to which you responded to on April 3rd, 2023. In the Washoe County Sheriff's Office Policy Manual Section 300.2 it states that the use of force by law enforcement personnel "is a matter of critical concern" for the public. Section 300.8 only briefly speaks on the existence of training for officers without any specifics. I wanted to request any records that show an existence of these training classes occurring within the timeframe of January 1st 2020 and December 31st 2022, wether than be an email (or other correspondence), or some other form of promotion for the class. It was not my intention to request for personal information.

Thank you for your time,
-Sterling Moore
