Our office has begun researching and identifying non-exempt records responsive to your request.
A good deal of the information you are requesting can be found on the FBI's website https://www.fbi.gov/services/cjis/ucr/publications#Hate-Crime%20Statistics (https://www.fbi.gov/services/cjis/ucr/publications#Hate-Crime%20Statistics)
This site will tell you how many hate crimes were reported by Reno for each of the years mentioned, and the bias involved for the years 2010-2017.  2018 is not complete yet.
In order to provide you the case number, gender, race and whether or not it was a victim or business will require manually searching the cases. There 18 reported cases from 2010-2017, and I estimate this taking approximately 2 to 2.5 hours.  The first half hour is free.  I have attached an ESTIMATE of costs.  The actual cost may be lower or higher.
We must receive your acknowledgement of associated costs and agreement to pay the final invoice before any research will be done on your request.
Consequently, due to the quantity of requests received prior to yours, staffing shortages and the holidays, we anticipate that any records identified will be made available to you by [12/22/18 or sooner].
If you have any additional questions, please feel free to contact the Reno Police Department Records Division at 775-334-2155 x 0.
Thank you for contacting the City of Reno.
Sincerely,
