Pursuant to the Nevada Public Records Act, I hereby request the following records:

-the total number of use of force incidents, separated by year and by type of force used from 2013-2019 (for example, "27 taser incidents in 2013, 3 baton incidents in 2013, etc.)
-total number of civilian complaints reported and the total number sustained, separated by year (for example, 8 complaints in 2013, 2 complaints sustained in 2013, 4 complaints in 2014, 1 complaint sustained in 2014, etc.)
-total number of use of force complaints reported and the total number sustained from 2013-2019, separated by year
-total number of biased policing or discrimination/profiling complaints reported and the total number sustained from 2013-2019, separated by year
-a spreadsheet or list with the dates (month/day/year and time if available), race of subjects involved, and injuries/deaths sustained for all officer-involved shootings incidents (excluding shootings of animals) from 2013-2019, separated by year

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is the Reno Police Department's response to your public records request dated February 11, 2020.  We are able to provide some of the records you have requested but can not provide responses to all of your requests, as I will explain below.
The Department compiles an Annual Internal Affairs Survey.  For the future, the survey is available to the public through the City of Reno website.  I have attached copies of the surveys, which are responsive to your request on Use of Force Incidents and partially responsive to your request on Citizen Complaints.  In 2015, the Department no longer added the "type of force" data to the report; however, our system does hold that information in a readily available format, so I have included the requested information in a separate .pdf file.
The remaining three requests are asking for information that exists across hundreds of individual files.   Reno P.D. does not hold the records in a manner that is readily available in our records database specific to your request and cannot be readily compiled, even using computer programs. When a records request requires an agency to “ create new documents or customized reports by searching for and compiling information” from individual files or records, NRS 239 does not require their production and disclosure ( LVMPD v. Blackjack Bonding , 343 P.3d 608, 613 (2015 ).  That is exactly the case with the information you have requested.  While it does exist (across hundreds of case files), it cannot be sorted and exported without significant staff time devoted to going case by case and entering that data into a new document/ medium. The public records law does not obligate RPD to undertake that task to create a new record.  In light of this, RPD does not maintain any records that are responsive to those specific requests. --
