Pursuant to the California Public Records Act, I hereby request the following records:

1. The total number of police use of force incidents, broken down by type of force used, between 2013-2017 (separated by year).
2. The total number of people that police used force against, between 2013-2017 (separated by year).
3. The total number of police use of force complaints reported between 2013-2017 (separated by year).
4. The total number of police use of force complaints sustained between 2013-2017 (separated by year).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Samuel – In response to your public records act request for use of force statistics, I have the following information:

For questions #1 and #2 (from our crime statistician):
To my knowledge, we only started tracking use of force incidents with the implementation of Assembly Bill 71, which added 12525.2 to the Government Code and took effect January 1, 2016. The first reporting period opened in 2017 for submitting 2016 data. As such, I only have data for 2016-2017.

AB-71 only requires tracking of the following criteria:

(1) An incident involving the shooting of a civilian by a peace officer.
(2) An incident involving the shooting of a peace officer by a civilian.
(3) An incident in which the use of force by a peace officer against a civilian results in serious bodily injury or death.
(4) An incident in which use of force by a civilian against a peace officer results in serious bodily injury or death.

The incidents tracked per the above criteria include:

2016 – (Officer-involved shooting), forced used against 1 person
2016 – (Officer-involved shooting), forced used against 1 person
2016 – (Officer-involved shooting), forced used against 1 person

2017 – (Head injury), forced used against 1 person
2017 – (Officer-involved shooting), forced used against 1 person

3. The total number of police use of force complaints reported between 2013-2017 (separated by year).

2013 – 7

2014 – 4

2015 – 3

2016 - 4

4. The total number of police use of force complaints sustained between 2013-2017 (separated by year).

Zero sustained.
