Pursuant to the California Public Records Act, I hereby request the following records:

The Redding Police Department recently acquired a new "rescue vehicle" or SWAT vehicle, the Lenco Bearcat Rescue Vehicle.

In reference to this vehicle, please provide:

-any documentation used to support the purchase of the vehicle
-all sources of funding for the vehicle
-any costs incurred on an ongoing basis for vehicle use
-all policies regarding the use of the vehicle including circumstances under which it will be deployed
-usage data for the previous RPD SWAT vehicle, from 2015 through 2020, including date of use and reason for use

If these requests are prohibitive for any reason or if there are more helpful ways I could word these requests to facilitate your response, please contact me so that I can consider altering the request in a way that will assist the department.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon. The Redding Police Department has received your attached Public Records Act requests.

Upon further review, the Redding Police Department has determined it will comply with your request by providing you with copies of any responsive, non-exempt records contained within the City's files as soon as possible and to the extent it understands your request. Please note that the City currently charges a photocopy fee of twenty-five cents ($.25) per page. The City's fee does not include the cost of retrieving, inspecting, and handling the records. Any documents that are currently maintained in a readily accessible electronic format will be made available to you in that format.

Good afternoon. This email is in response to the four California PRA requests regarding the RPD SWAT vehicle that were received on April 15, 2021.

* Attached is the report to City Council regarding the purchase of the Bearcat vehicle. The report also shows the funding source.

* The only costs incurred in an ongoing basis for the vehicle is fuel. The total cost to date is $204.52.

* The policy covering the use of the Bearcat has not been completed. Once it is complete, all Redding Police Department policies can be found on our public website: Police Department | City of Redding<https://www.cityofredding.org/departments/police-department>

* Usage data for the previous RPD SWAT vehicle does not exist, as its use was not tracked.

I assume the police department can run a search of records review to find all uses of the previous SWAT vehicle?

If there was a policy in place for the previous SWAT vehicle, please provide it.

Are there any additional staff or maintenance costs incurred with use of the vehicle? For example, I assume additional staff are needed to respond to a call when the SWAT vehicle is used?

What, if any, documentation was used to provide evidence of the need for the new SWAT vehicle prior to purchase of the vehicle.

I assume the police department can run a search of records review to find all uses of the previous SWAT vehicle? - Because the usage was not tracked, there is no specific search criteria that could be used to perform a query.

If there was a policy in place for the previous SWAT vehicle, please provide it. - All of our policies are available on the Redding Police Department website; Policy Manual | City of Redding<https://www.cityofredding.org/departments/police-department/about-the-police-department/administrative-division/policy-manual>

Are there any additional staff or maintenance costs incurred with use of the vehicle? For example, I assume additional staff are needed to respond to a call when the SWAT vehicle is used? - Sworn staff have been trained to operate the vehicle while they are on-duty so that no additional staff are needed to respond to operate the vehicle.

What, if any, documentation was used to provide evidence of the need for the new SWAT vehicle prior to purchase of the vehicle. - I am still researching this question, and should have an answer and or documentation by Friday, May 21, 2021.
