Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

* Any annual, quarterly or semesterly logs or reports that detail how often various school therapy services are provided to students. Please provide logs from the academic year beginning in 2014 through the present.

* Any reports, logs, or other data that tracks average wait times for students who have sought help for mental health issues. Please provide logs from the academic year beginning in 2014 through the present.

* The budget for mental health services for each year beginning in 2014 through the present.

* Any reports, logs, or other data that tracks the number of mental-health related accommodations requested each school year, as well as the outcomes of those accommodation requests. Please provide records beginning in 2014 through the present.

* Any and all policies related to mental health, including but not limited to policies governing leaves of absence (voluntary and involuntary) for students, as well as any logs or reports that note the voluntary and involuntary leaves of absences students have taken each year since 2014.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Valentine:

Your Right to Know request to Reading Area Community College (RACC), dated 2-12-20 and incorporated here-in by reference, was received in my office on 2-12-20. I serve as RACC's Right to Know Officer.

As RACC has a limited number of staff available to respond to your request, we require additional time to respond to these requests as set forth in Section 902(2) of the Pennsylvania Right to Know Law and will provide a response no later than March 25, 2020. My office, as well as our Solicitor's office (as permitted by Section 902 of the Right-to-Know Law) may need to review documents to determine whether personal security would be jeopardized in responding to your request, and the records exempted from disclosure under Section 708(b)(1)(ii) of the Right-to-Know Law, or if there would be personally identifiable information which would need to be redacted or result in denial or partial denial under Section 708(b(6)(i) of the Right-to-Know Law. Additionally, RACC and/or our Solicitor's office will need to review for the purpose of advising whether redaction will be needed under Section 706 of the Right-to-Know Law. The request may be subject to other exemptions as well.

To the degree that this response contains denials or deemed denials (although we make no such judgments at this time), you have a right to appeal this determination in writing to Erik Arneson, Executive Director, Office of Open Records, 333 Market St 16th floor, Harrisburg, PA 17101. If you choose to file an appeal, you must do so within fifteen (15) business days of the mailing date of the agency's response, as outlined in Section 1101 of the Right to Know Law.
