After numerous unsuccessful attempts at submitting this request through the City of Pullman's online portal system, I'm submitting it via snail mail because the portal is not currently working and I don't know when it will be up and running again.
Pursuant to the Washington Public Records Act, I hereby request the following records:
Any incident reports OR arrest reports OR citations involving Alex Grinch from January 1, 2015-January 1, 2018.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This letter is written pursuant to the provisions of P.C.C. 1.105.060 and R.C.W. 42.56 et al in response to your request for records.
Your request received by the City of Pullman on August 29, 2018, requested: “Any incident reports OR arrest reports OR citations involving Alex Grinch from January 1, 2015-January 1, 2018.”
In researching this request, we only have one person in our database that may be a match to your request, Alexander Grinch (DOB 05/29/1980). The only involvement that the Pullman Police Department has with that person is as a registered owner of automobile involved in a door ding case. I have attached that case for you.
