Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

All sensitivity training materials (emails, memos, presentations, etc.) provided for officers in regards to the historic LGBTQ+ population and tourism

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

We are uncertain what is meant by "historic LGBTQ+ population and tourism".

The Department does not conduct training "in regards to" "historic LGBTQ+ population and tourism" as a topic, per se, and thus the Department has no records responsive to this specific request.

Provincetown 400 commemorates the 400th anniversary of the first landing of the Mayflower Pilgrims in Provincetown in 1620. Here they signed the historic Mayflower Compact, the first agreement to establish a government by the people in the 'new world;' which became the cornerstone of American democracy. They explored the Cape for five weeks before sailing on to Plymouth.

Mr. Golden, hello!
Thanks for the prompt reply - to clarify, and for some context, this request was made as part of a larger investigation into community-oriented policing. With Provincetown's longstanding reputation as a hub of the LBGTQ+ community, we were wondering if there were any documentation produced to help guide officers in their interactions, especially around events such as "Bear Week" for example.

As you know, on June 30, 2018 I replied to you that the Provincetown Police Department does not conduct training "in regards to" "historic LGBTQ+ population and tourism" as a topic, per se, and thus the Department HAD no records responsive to this specific request.
On July 2, 2018 you further clarified your request that you were searching for records "produced to help guide officers in their interactions, especially around events such as "Bear Week" for example".

While still not clear in my mind, I believe that you are looking for particular trainings, training materials, or directives specific to helping "guide officers in their interactions" with the LBGTQ+ community?

In Massachusetts police officers receive additional diversity training in the police academy, but all we get in a certificate of completion. The course material is provided by the Massachusetts Police Training Committee (MPTC).

Every two years we complete town-wide Harassment and Discrimination training but that wasn't targeted at the "historic LGBTQ+ population and tourism".

We do possess two responsive records.

· The first is a training presentation on civil rights given to our staff.

· The other is our hate crime policy, which everyone is given contextual training on and then signs for upon hire. The hate crime policy states that it is our policy "to safeguard the civil rights of every citizen regardless of race, religion, ethnicity, sex, disability, sexual orientation, or age."

Sorry for the confusion, delay and any miscommunication while we worked through to get you what we have.
