Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:

I’m requesting on any and or all documents or dossier pertaining to an open and on going investigation pertinent to a( POI) person of interest under a “watchlist” or sub-set “watchlist” or threat assessment program .

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Record request #21-55 has been closed. The closure reason supplied was:

Dear requester,

The City of Providence does not maintain documents responsive to this request. Specifically, the Police Department has informed us that it does not use "watchlists". (For instance, it does not use Intrado's Beware software.)

The closest thing to a "watchlist" the City has used was its so-called "gang database," which not been used or updated for well over a year. To the extent that your request seeks information from that deprecated database, such documents have been withheld pursuant R.I.G.L. § 38-2-2(4)(D), to prevent the disclosure of information which (b) would deprive a person of a right to a fair trial or an impartial adjudication, (c) could reasonably be expected to constitute an unwarranted invasion of personal privacy, (d) could reasonably be expected to disclose the identity of a confidential source, including a state, local, or foreign agency or authority, or any private institution which furnished information on a confidential basis, or the information furnished by a confidential source, or (f) could reasonably be expected to endanger the life or physical safety of any individual. No portion of these documents contains reasonably segregable information that is releasable. R.I. Gen. Laws § 38-2-3(b).

In accordance with R.I. Gen. Laws § 38-2-8, you may wish to appeal this decision to the Chief Administrative Officer. In this instance, Steven M. Paré, Commissioner of Public Safety, fulfills that role. You may also wish to file a complaint with the Department of the Attorney General or the Rhode Island Superior Court.
