Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

All emails mentioning the words "Yankee", "carpetbagger", "Confederate", "Jewish", "Unite the Right", "Nazi", "Charlottesville," or "monument" sent or received by Corey Stewart, Chairman-at-Large of the Board of Supervisors of Prince William County, between June 1, 2017 and the time this request is processed. The email address is cstewart@pwcgov.org.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I am responding to your request as a FOIA Officer for the County. The Virginia Freedom of Information Act provides citizens of the Commonwealth of Virginia access to public records in the possession of a public body. See Virginia Code Sections 3700(B) and 3704(A). Are you a Virginia citizen and, if so, what is your address? After you have sent confirmation that you are a Virginia citizen, we will process your request. That would involve determining whether (1) responsive records exist, (2) a charge applies, and (3) the records are exempt. Please note that FOIA only applies to existing records and if no records exist, no new records will be created to respond to your request.

If you are not a Virginia citizen, FOIA does not apply to your request. The County generally does not respond to out-of-state records requests because of the difficulty in collecting payment and because many out-of-state requests involve a large volume of records, excessive search time, or both. By the way, in McBurney v. Young, the U.S. Supreme Court ruled that Virginia FOIA's limitation on out-of-state requests (i.e., requests from out of state do not have to be honored) is constitutional.
