Pursuant to the Kansas Open Records Act (K.S.A. 45-215), I hereby request the following records:
Information related to the current bulk fuel contracts (gasoline, diesel, etc.) for Pottawatomie County, KS and related entities. Documents would include; RFP that was used for current contract, Bid tabulations, Award, and amendments. If a fuel contract does not exist, please provide County fuel purchasing procedures.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Pottawatomie County conducts phone bids for bulk fuel as the need arises. I have attached copies of the last several fuel bid tabulations for both diesel and gasoline. Our procedure is as follows:
Call local fuel vendors at 8:00 am with gallons and type of fuel needed.
Specify delivery requirements. This is usually same day or next day delivery.
Allow bidders until 10:00 am to call back with a bid.
After 10:00 am, call lowest bidder to award & confirm delivery time.
Call other bidders to notify of winner and lowest bid price.
In rare emergency situations, we may take bids in the afternoon if we can still allow 2 hours for bids. (You will see our last diesel bid was an afternoon bid. The employee responsible to monitoring the tank levels no longer worked for us and we were caught off guard with a low-level alarm.) We try to avoid taking bids on Fridays as well, since it would force vendors to provide same-day delivery.

Hello,
I have sent this records request to our Public Works Department (and it looks like you have had some correspondence back and forth in the last day or so) and I have also sent it to our Sheriff Department, which also does bulk fuel contracts. The Sheriff's Department has indicated to me that they are working on the request and will respond as soon as possible.

Good morning,
Below is the response I received from the Sheriff:
I typically forward contract (futures) gasoline for the Sheriff's Office. I do this through MKC as they are the only company that has stations in Onaga, Manhattan, Olsburg, Westmoreland, and they put a tank in Wamego.
At this time no other companies meet this criteria
