Your request is extensive. We have 7 years' worth of "How To's" and training material on every public record topic. Many of these documents are outdated as we continually change the software and our processes. Much of the material contains attorney advice and protected proprietary information. This will require redaction work by an attorney. I am attaching a sample How To that contains redactions that would be consistent with most of our "How To's." I am also including a link to our Admin Rule 8.03 regarding public records. The City may be the custodian of at least some of the requested public records and the estimated fees are reflected on the invoice you have received.  The records will be ready 20 business days after the deposit is paid. However, they will not be provided until the final amount is paid.  If the final amount incurred is less than the estimate, you will only be charged actual costs.  If the work significantly exceeds the estimate, the City will contact you with a new estimate.
The City is always willing to work with you on refining the parameters of your request, in order to provide the records you are looking for at the lowest possible cost. If you would like to work with me on narrowing your request and decreasing the cost estimate, please let me know.
By paying the 50% deposit, you are confirming this estimate and agreeing to pay the cost of fulfilling this public records request according to the conditions set forth by the City.  The costs may include the cost of locating records, reviewing records to redact exempt material, supervising the inspection of records, copying records, certifying records and mailing records, including the cost of searching for records.  We will not be working on your request until we receive the 50% deposit.

You have requested a fee waiver from the City of Portland for the fees associated with your public records request.  Your request is complicated enough to require me to complete a cost estimate according to statute.  I want to give you an opportunity to provide more information related to your waiver request while I prepare my estimate.  Please provide the following information to help me evaluate your fee waiver request:
1) How do you or your organization intend to use the information?  (Please answer regarding the specific information requested as opposed to speaking generally regarding information on the general topic requested);
2) How will the information benefit the wider public?  (Please explain how this specific information assists the public given the information already provided to the public on this topic);

Without responses to all 3 of these questions it may be difficult, or even impossible, to assess whether the requested disclosure is in the public interest because it will primarily benefit the public.

1) How do you or your organization intend to use the information? (Please answer regarding the specific information requested as opposed to speaking generally regarding information on the general topic requested); - I intend to use this information to provide a surrogate "FOIA reading room" for citizens to review all the requests other citizens put in without having to pay the city's artificially inflated pricing. Reading rooms are a FOIA best practice for agencies and public employees who actually support public access to public documents. (https://www.justice.gov/archives/oip/foia-guide-2004-edition-foia-reading-rooms#N_2_). An excellent example of a local reading room is by TriMet at m.trimet.org/index.htm

2) How will the information benefit the wider public? - As these items already belong to the public, and any interaction a public employee might need to perform, the public should not have to pay a city employee over and over again to repeat a review that has already been conducted. So, making a public reading room available while the City continues to refuse to do so, will allow greater public access to documents as ORS 192 intends.
3) How do you or your organization intend to disseminate the information to the wider public? Via webpage at greenmountainsamizdat.com and Muckrock.com and anything of particular juicy interest to the public via local journalists.

I don't understand your answers to the fee waiver questions. Your request is for internal City manuals on using GovQA but your fee waiver answers appear to reference something else entirely. Therefore, I cannot determine whether or not a fee waiver is justified in this case.
