In regards to the first part of your query for emails: Your request is very broad and may result in the collection of a large number of records.  The City estimates that your request involved approximately 517 emails.  While it is difficult to estimate the time to review these emails for exemptions, at this time my best estimate is that it will take 17 hours at the public records rate of $55.81. You may want to narrow your request by limiting the date range, the email account searched and/or the search terms. Please reply if you would like to narrow

I would also like to request a fee waiver. Our organization, PDX Privacy, advocates for privacy, government transparency, and digital rights in the Portland Metro Area. We plan to use the information to notify the community and to encourage public debate around the costs, desirability, efficacy, and overall impact of any proposed camera networks to Portland residents and visitors.

The details will bring transparency to area residents and inform public debate regarding efforts to establish a network of surveillance cameras in Portland. The data will also clarify the extent and nature of how such a network might be used by government agencies.

We intend to disseminate the information on our organization’s website (https://www.pdxprivacy.org), in our quarterly newsletter, at public events, to journalists, and potentially at meetings of government bodies.
