2. Records related to any and all phone calls made to Portland Police Bureau between November 1, 2019 and March 31, 2020 from any of the following three Portland, OR addresses - 621 SE Grand Avenue, 15 NE Broadway and 519 NE Broadway.

Please provide these documents in digital format in a timely manner. As you know, the Oregon Public Records Law requires all agencies to respond to public records requests as soon as practicable and without unreasonable delay.

If you intend to take more than those five days to provide the records, please advise me in writing as to when you intend to do so.

If any portion of my request is denied, please state the statutory exemption and provide the name and address of the person or body to whom an appeal should be directed.

Due to the State of Emergency, Public Information Officers have been called to perform other essential tasks which prioritize the City’s actions to slow the spread of COVID-19.  Only employees critical for day-to-day operations are able to access City of Portland buildings.  Consequently, your public records request will be paused due to the declared emergency (ORS 192.329(6)).  The City will try to fill this request as resources become available.  Thank you for your understanding.

As we are able under the state of emergency, the City will review your request to determine if it has responsive records.  The City will then gather an estimate of the costs to provide copies of requested public records for which the City does not claim an exemption from disclosure.  The City is permitted to charge its actual costs to provide records.  Fees include research time to locate and analyze the requested records, even if no records are located or if the requested records are determined to be exempt from disclosure.

The City is prohibited by ORS 181A.820 from using any City "moneys, equipment or personnel" for the purpose of enforcement of federal immigration law.  You have indicated that this public records request is to enforce federal immigration law.  Therefore, the City cannot use its personnel to provide records for that purpose.
You mark A on this request. "A " states that you are using the information for immigration enforcement. If this is incorrect, please resubmit a request with the appropriate circle checked. You would be asking for address checks regarding number one. From an address check, you will be able to see which reports you may want to order. For number 2, you will need to make a request through 911 (BOEC) for the calls to those locations.
