From: Matt Chapman - Free Our Info, NFP

To Whom It May Concern:

Pursuant to the Oregon Public Records Law, I hereby request the following records:

For all DBMSs owned, maintained, operated, contracted with/through, or supported by the Information Technology - or similar - department(s) within your city, please provide me with the following information:

-Underlying engine (eg, postgres, mysql, mariadb, cockroachdb, Mongodb, Oracle database, sybase, MSAccess, SQL Server, VoltDB, RethinkDB, Chronos, Elasticsearch, etcd, cassandra, etc)
-Names of software that connect to each DBMS
-Names of departments that use information within the DBMS
-Schema of database (preferably, with granularity down to column names)
-Contract identifier for each database, if relevant

I understand that the information respondent to this request may require the creation of new documents - if that will be the case, then please provide me with documents that may contain the information (eg, documentation, contracts, etc). I am also happy to narrow the scope of my request if necessary.

Please also let me know if any help is needed with discovering any DBMS services. My background is in distributed systems systems administration and I can offer technical tips or advice if it would be helpful in any way.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. As I believe the information respondent to this request outweighs the costs and burden, I would like to kindly request a fee waiver.

I look forward to receiving your response to this request within 10 business days.

With gratitude,
Matt Chapman,

RE: City Public Records Request of August 01, 2018 Reference # C075201-080118

Dear Matt,

The City received a Public Records Request from you on August 01, 2018 for the following:
"Information regarding DBMSs -- see attached."

You have requested a fee waiver from the City of Portland for the fees associated with your public records request.  Your request is complicated enough to require me to complete a cost estimate according to statute.  I want to give you an opportunity to provide more information related to your waiver request while I prepare my estimate.  Please provide the following information to help me evaluate your fee waiver request:

1) How do you or your organization intend to use the information?  (Please answer regarding the specific information requested as opposed to speaking generally regarding information on the general topic requested);

2) How will the information benefit the wider public?  (Please explain how this specific information assists the public given the information already provided to the public on this topic);

3) How do you or your organization intend to disseminate the information to the wider public?
Without responses to all 3 of these questions it may be difficult, or even impossible, to assess whether the requested disclosure is in the public interest because it will primarily benefit the public.
Please also bear in mind that the Bureau providing the records must weigh the public's interest in disclosure against the cost to the public of fulfilling the request without reimbursement.  As part of that balancing of interests, the City may consider the volume of the records requested.  Please discuss whether a more narrowly tailored, and thus less expensive, request could equally meet the public interest.
Sincerely,

JEN CLODIUS

RE: City Public Records Request of August 01, 2018 Reference # C075204-080118

Dear Matt,
The City received a Public Records Request from you on August 01, 2018 for the following: "DBMS information -- see attached." The City does not produce reports containing the information you requested. The public records law only provides a process for the public to request existing records of the City. The Oregon Attorney General's Public Records and Meetings Manual explains:  "The Public Records Law does not impose on public bodies the duty to create public records.  Public bodies are not required to create a record to disclose the "reasoning" behind their actions, or other "knowledge" their staff might have.  Nor does the Public Records Law require public bodies to explain or to answer questions or provide legal research or analysis about their public records." The City now considers your request fulfilled and it will be closed.  Please note, messages on closed requests are not monitored.
Sincerely,

RE: City Public Records Request of August 01, 2018 Reference # C075204-080118

Dear Matt,
The City received a Public Records Request from you on August 01, 2018 for the following: "DBMS information -- see attached." 1. Underlying engine (eg, postgres, mysql, mariadb, cockroachdb, Mongodb, Oracle database, sybase, MSAccess, SQL Server, VoltDB, RethinkDB, Chronos, Elasticsearch, etcd, cassandra, etc)
A listing of enterprise database standard products is being provided online at the Portland Public Records Request Center. 2. Names of software that connect to each DBMS 3. Names of departments that use information within the DBMS
For sub-requests 2 and 3, The City does not have a list of just DBMS by Bureau.  Therefore, the City is providing a list of all applications and the Bureaus that use them.  We have excluded version information because showing the version of the software can expose known vulnerabilities which could be used against the City. 4. Schema of database (preferably, with granularity down to column names)
The schema contain proprietary trade secret information.  Additionally, providing the schema poses a security concern by identifying the location of sensitive, secure and proprietary information.  This information is exempt. 5. Contract identifier for each database, if relevant
Not relevant.
The requested records are available online at the Portland Public Records Request Center by going to "My Public Records Center" and viewing this request.  To view this request, choose the "View My Requests" button and select the "Details" button for this request.  Then scroll down past the details of your request to where "Attachments" are located (right before "Message History").  Some of the public records requested are exempt from disclosure and will be redacted or not provided.  The City asserts the following exemptions to disclosure:
ORS 192.345(15) computer programs purchased by public body
ORS 192.345(2) trade secrets
ORS 192.355(9) disclosure prohibited by Oregon law, incorporating ORS 646.461(4) trade secrets.
ORS 192.345(22) interference with property or services
ORS 192.345(23) security measures

The fees for this request were $46 which the City is waiving in this instance.
Please note, if you have been provided with emails or text messages as a part of your request, they may have been converted to Greenwich Mean Time (GMT).
The City now considers your request fulfilled and it will be closed.  Please note, messages on closed requests will not be monitored.
If you have questions or concerns, please call me at the number listed below.
Ability to Appeal:
If you were denied the right to inspect or to receive a copy of any public record of the City of Portland you may seek review of the public body's determination pursuant to ORS 192.411, 192.415, 192.418, 192.422, 192.427 and 192.431.

RE:  City Public Records Request of August 01, 2018 Reference #C075204-080118

Dear Matt,

The City received a Public Records Request from you on August 01, 2018 for the following: "DBMS information -- see attached."
Based on our conversation last Friday, I am providing an estimate to provide public records in response to part 4 of you request, as explained below.  I appreciate the conversation to attempt to clarify and narrow your request. I am providing an estimate to provide a single schema from a data base that you identify. The City will then use that work to further refine the estimate for the remaining schema. The City may be the custodian of at least some of the requested public records and the estimated fees for the specific sub-request is listed below.  Records will not be provided until the final amount is paid.  If the final amount incurred is less than the estimate, you will only be charged actual costs.  If the work significantly exceeds the estimate, the City will contact you with a new estimate. 1. Underlying engine (eg, postgres, mysql, mariadb, cockroachdb, Mongodb, Oracle database, sybase, MSAccess, SQL Server, VoltDB, RethinkDB, Chronos, Elasticsearch, etcd, cassandra, etc) Records provided, this portion closed. 2. Names of software that connect to each DBMS Records provided.  You raised additional concerns about not being provided with version information, that issue is discussed further below.  However, this request states a request for names of software, not versions. 3. Names of departments that use information within the DBMS Records provided, this portion closed. 4. Schema of database (preferably, with granularity down to column names) See below for estimate. 5. Contract identifier for each database, if relevant Not relevant. 4. Schema of database (preferably, with granularity down to column names) The City proposes to pull one schema from a database you select.  This would allow the City to refine its estimate before providing and estimate for all it for the different database schema.  It would also allow you to see the records provided before deciding on which databases you would additional information.  You also indicated that you are more interested in some databases.  After we use this single schema as a test case, you could provide the City with a prioritized list so we can do the work in order of importance. The City estimates that it will take 2 hours at a rate of $78.15 per hour to pull schema, evaluate whether information is exempt and redact that information, review the security profile to determine whether major version information can be released. If there is a known vulnerability in the version, then publicly identifying that version is the version the City uses could identify a security gap. Additionally, it is possible requested information related to schema may be exempt from disclosure as noted in our earlier response. The City could gather records and determine that information is exempt. Oregon public records law allows the City to charge for its time to gather and redact records, even if no records or highly redacted records are provided. Finally, not all databases may have existing reports to produce the schema. The City is not required to create records or program new reports, only to use existing ones. If you request schema for databases which do not have existing methods to provide schema the City will have to notify you that for that database, no records exist. The City may be the custodian of at least some of the requested public records and the estimated fees are $ 156.30.  Ten business days after the deposit is paid and you have identified the database from which a schema should be pulled, the records will be ready. However, they will not be provided until the final amount is paid.  If the final amount incurred is less than the estimate, you will only be charged actual costs.  If the work significantly exceeds the estimate, the City will contact you with a new estimate. If you disagree with this approach and would like to pay a deposit for all the applications at once, please let me know and I will create a different payment. By paying the 50% deposit, you are confirming this estimate and agreeing to pay the cost of fulfilling this public records request according to the conditions set forth by the City.  The costs may include the cost of locating records, reviewing records to redact exempt material, supervising the inspection of records, copying records, certifying records and mailing records, including the cost of searching for records.  We will not be working on your request until we receive the 50% deposit. Please reply to this message or log in to the Portland Public Records Request Center and indicate that you agree to pay the estimate.  You may pay by electronic check or credit card by going to "My Public Records Request Center" and select "View My Payments".  Then scroll to find an invoice in the status of "payment pending" and select "Make Payment".  Follow the screen prompts to make a payment.  Alternatively, you may mail a check made payable to "The City of Portland".  Please be sure and provide the Record Request Reference number (C075204-080118) on your check and mail it to:
