Specifically, I am looking for any and all data relating to flights for the city of Portland, Oregon over the last week with a focus on May 31st, and June 1st where the aircraft was documented flying in circles over the demonstrations at an altitude of 3,375 feet. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

It was again seen flying at an altitude of 2,750 feet and circling downtown Portland. To speed up this request, and to avoid needing to make daily updates, I would like my request to include all data for May 2020, June 2020, and if the request takes longer, for all months until this request is closed. Payment has been sent.

Due to the urgency of the political situation with America regarding public protests across the nation, and specifically with the protests in Portland, I would ask that this request be expedited as it is in the interest of the public at large to have it resolved quickly. The City received a Public Records Request from you on June 04, 2020 for the following: "To Whom It May Concern:

Pursuant to the Oregon Public Records Law, I hereby request the following records:

All records, documents, emails, and other correspondence regarding or related to the 1978 model 172N Cessna airplane as well as any additional equipment attached to the aircraft. This aircraft has serial number 17270654 and holds registration N739MR. This aircraft uses the mode-s code of 52366635 in octal or A9ED9D in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, and other correspondence relating to the equipment.

Additionally, I would like any manuals, procedures, communications protocols, and any communications related to inter-agency coordination. This should include pilot logs, flight plans, and surveillance plans. Specifically, I am looking for any and all data relating to flights for the city of Portland, Oregon over the last week with a focus on May 31st, and June 1st where the aircraft was documented flying in circles over the demonstrations at an altitude of 3,375 feet. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

This information is part of a journalistic research project involving the Seattle Privacy Coalition.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The City may be the custodian of at least some of the requested public records and the estimated fees are $905.22.  15 business days after the deposit is paid, the records will be ready. However, they will not be provided until the final amount is paid.  If the final amount incurred is less than the estimate, you will only be charged actual costs.  If the work significantly exceeds the estimate, the City will contact you with a new estimate.
By paying the 50% deposit, you are confirming this estimate and agreeing to pay the cost of fulfilling this public records request according to the conditions set forth by the City.  The costs may include the cost of locating records, reviewing records to redact exempt material, supervising the inspection of records, copying records, certifying records and mailing records, including the cost of searching for records.  We will not be working on your request until we receive the 50% deposit. $452.61
