Pursuant to the Oregon Public Records Law, I hereby request the following documents:

+ All emails, letters and other communication using the words “juggalo” or “juggalos” received or sent by or sent between any member(s) of the department between November 1, 2010 and December 31, 2010;

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

The Oregon Department of Justice is in receipt of your petition to our office to order the Portland Police Bureau to produce records. Under Oregon law, if a public records request is denied by a local government body or official, other than an elected official, a petition for disclosure may be filed with the district attorney in the county where the relevant public body is located. ORS 192.460.

Mr. Miller: It appears that your request never made it to the appropriate person at PPB. I have spoken to Ms. Weiss who supervises the PPB division that handles public records requests and she will correspond accordingly. If PPB denies your request to process your appeal we will need a written copy of the denial, the name of the person who denied your request, and a petition in accordance with ORS 192.470. Mr. Miller,

The Portland Police Bureau requests all public record requests be submitted on a Public Record Request Form. You can use either the City form or the PPB form on the website http://www.portlandoregon.gov<http://www.portlandoregon.gov/>.
In complicated requests as this, we would request that you narrow your request. We would need to have personnel from Information Technology do this research and their cost is approximately $77/hr. Searching everyone in the Bureau would be unduly burdensome besides very expensive. Is there certain people from the Bureau you are most interested?

Please submit a Public Record Request Form with a narrowed search and we will provide an estimated cost. When we receive your request, I will notify you that it has been received.
