Pursuant to the Oregon Public Records Law, I hereby request the following documents:

Full and complete database of Automatic License Plate Reader data (ALPR) data in its native electronic format, with related metadata, including database schema.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Your public records request has been denied due to these records being exempt from disclosure.
Per ORS 192.501(3) this is information is considered criminal investigatory material and per ORS 192.505(2) this information falls under the personal privacy exemption. Per policy, members of the Portland Police Bureau are unable to access this information unless there is probable cause that is part of an ongoing criminal investigation. If it is queried without these exceptions, the Police Bureau would violate ORS 181.575 pertaining to specific information not to be collected or maintained.

Pursuant to ORS 192.460, any person denied the right to receive a copy of any public record of a public body, other than a state agency, may petition the District Attorney’s Office of the county in which the public boy is located. The District Attorney’s Office will review the public record to determine if it may be withheld from public inspection.
