1. I request an electronic copy of all email communications between any employee of the South Kitsap School Districtand any member of the Washington School Personnel Association for the years 2014-2020.

2. I request an electronic copy of all emails in the possession of the South Kitsap School Districtto or from any user of the internet domain WSPA.NET for the years 2016-2020.

3. I request an electronic copy of all RECORDS and WRITING, documents, agreements, meetings, papers, scheduling, etc. referencing the Washington School Personnel Association for the years 2014-2020.

The Washington School Personnel Association is a Washington State Non profit corporation located at 6118 PARKSIDE DR, ANACORTES, WA, 98221.
The stated purpose of the Washington School Personnel Association is to promote professional growth in school personnel administration and effective human resources practices and procedures in public, private, and post-secondary education, utilize technology to advance the Association’s purpose and goals, influence legislative action on WSPA-endorsed issues, advance WSPA as an influential association with other organizations, OSPI, legislators, and school personnel, develop and implement a sound short-and long-term fiscal plans that support the Association’s goals.

RCW 42.56.010(4) Definition of “Writing”

(4) "Writing" means handwriting, typewriting, printing, photostating, photographing, and every other means of recording any form of communication or representation including, but not limited to, letters, words, pictures, sounds, or symbols, or combination thereof, and all papers, maps, magnetic or paper tapes, photographic films and prints, motion picture, film and video recordings, magnetic or punched cards, discs, drums, diskettes, sound recordings, and other documents including existing data compilations from which information may be obtained or translated.

The emails are the largest and most time consuming piece, as they will all need to be read for possible redactions etc. If you have some sort of search criteria we could use for the email inquiry that would help considerably. Perhaps a subject, or specific names? Anything that might help narrow the scope of the search.

Hello,
Thank you very much for working with us. Would you like emails regarding WSPA business? That will help narrow the scope tremendously. We have approx.. 5 members and the way your request is written, we would need to provide all of the emails regarding everything. Also, we have no idea who else may be members of WSPA, could you provide a list with names, so that we might be able to search those email accounts specifically?
Would you consider having the search parameters include something to help us filter the emails for WSPA related emails? We anticipate there will be likely hundreds if not thousands of emails, that will need to be read and redacted if necessary.
Any search parameters or search words you can provide, will help expedite your request. Item #2 is a great example. Our IT team could use those parameters to search and were able to pull just over 300 emails in our preliminary search.

Ms. Fuchs,

No problem. This request is only seeking materials and communications regarding the relationship (business or otherwise) between the District and it's employees and the Washington School Personnel Association. The communications topics would include WSPA pursuing it's purpose and goals with the District, including contracts, training, lobbying, collective bargaining, meetings, WSPA professional development sessions, etc.

The email/communications request is for communications between WSPA “employees” (those who work directly for that association) and District staff. However if District staff are "representing" WSPA goals and/or facilitating WSPA/District relationships, training, donations, dues, etc. that would also be covered in the request. The topic is WSPA and WSPA's relationship with the District and District employees - nothing more.

Say for instance two District employees were members of the WSPA currently and are discussing via email District related work that has nothing to do with the WSPA, or personal discussions about where to go to lunch - those communications are not being requested.

Items #1- #2 redundancy - the requests may seem redundant, they are not intended to be. For instance various WSPA officers are partners in local law firms. Should that WSPA officer communicate with district staff from his/her employer's law firm domain instead of the WSPA.net domain Item #2 would not necessarily produce that responsive record. This is the reasons for Items #1 and #2.

As you are likely aware, due to the COVID-19 Pandemic, the District has had to close its schools and offices through at least May 5, 2020. This closure has required the District to focus its resources on completing the significant and time-sensitive work necessary to transfer its students to remote education and its employees to remote work. Further, the District employees’ current inability to access the District’s buildings and offices has made the process of gathering records difficult to impossible. These issues have created a significant delay in the District’s response to records requests.

Accordingly, the District needs to update its estimate for completing its response to your public records request. At this time, the District currently estimates that it will need until June 19th to complete its response.

However, the District will continue to provide installments as records become available. If the District determines that it needs additional time to complete its response beyond the final production date, we will provide you with an updated estimate as permitted by RCW 42.56.520.
