From: Michael Best
To Whom It May Concern:
Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:
Reports relating to or mentioning the Scientology or the "Church of Scientology", including incidents and complaints relating to or made from/by the group's local establishment(s).
I am a member of the news media and request classification as such. I have previously written about the government and its activities for AND Magazine, MuckRock and Glomar Disclosure and have an open arrangement with each. My articles have been widely read, with some reaching over 100,000 readers. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Michael Best

UCR CODES
From: Michael Best
I am appealing the decision to not provide the reports of incidents and trips to 1315 Race Street etc. as identified in the list provided in the "Responsive_Record.pdf" file. Searching these precise dates would not have required the "PPD to go through all of its records for an extended period of time" as claimed.
From: DC, OpenRecords
Dear Parties,
Please see the attached appeal that has been filed with the Office of Open Records. This matter has been assigned to an Appeals Officer (see page 3 of attachment for contact information). Please forward all future correspondence directly to the Appeals Officer and all other parties. Thank you.
Respectfully,

Dear Appeals Officer Young,
The City of Philadelphia respectfully requests a one (1) week extension, until 5/16/17, to respond to Best v. Philadelphia Police Department, O.O.R. Dkt. AP 2017-0978. The City is currently processing a very large amount of requests and appeals and the deadline for submission to this appeal has not been previously extended.
The response to this appeal is currently due, tomorrow, May 9, 2017. In order to afford sufficient time to secure signatures of necessary affiants, collect evidence, and manage our workload, the City respectfully requests a one (1) week extension of the deadline for submission to the above-captioned appeal until May 16, 2017.

Dear Appeals Officer Young,
I apologize for the short notice. I just learned that the wife of my affiant in the above-captioned appeal, PPD's Open Records Officer Lt. Barry Jacobs, was just involved in a car accident. Lt. Jacobs had initially planned on being available until the end of the day today to sign the affidavit that I am drafting, however, he understandably had to leave work early and abruptly.
Would you please grant the City a brief one (1) day extension of the deadline for submission until the end of the day on May 17, 2017?
