Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:

A log/database of all Philadelphia Police Department automated license plate reader (ALPR) reads from 1 January to 14 January 2015.

Please include whether the read resulted in a hit/alarm, whether the hit/alarm was accepted, which hotlist(s) the hit/alarm corresponded to, whether the hit/alarm resulted in a vehicle stop, and whether the stop resulted in a citation, arrest or other action.

Please note that as Askew, 65 A.3d 992 found, and which the Office of Open Records has concurred on numerous occasions with prior requests, the aforementioned items and phrasing thereof must be construed in a request's entire context, and your office should find it sufficiently specific.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The City is currently experiencing a high volume of RTK requests and appeals, including a companion appeal to the instant case before the Philadelphia District Attorney's Office, which is due by April 13th. The City currently has 150 open records requests and 43 open appellate matters before the OOR and the Court of Common Pleas. Additionally, the City's offices are closed for Good Friday (April 3rd).

The City respectfully requests four additional business days in which to respond to the instant appeal (until April 13th at 5 PM), so that the City may complete its submissions to both the OOR and the District Attorney's Office.
