Communications
From: Curtis Waltman
To Whom It May Concern:
Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:
Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration
The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.
The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program
If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.
As a member of the news media working for MuckRock News I request that a fee waiver for my request be granted. My work has been published by national outlets. My work for Motherboard can be viewed at the following link: http://motherboard.vice.com/author/cwaltman
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Curtis Waltman

Dear Mr. Waltman,
The City of Philadelphia Police Department is continuing to process your attached request, but it requires additional time to do so. The Police Department requires this additional time to complete the processing of your request, in order to be certain that its search and review is complete and thorough. A response to this request is currently due on today, April 17, 2017. Would you please grant the Police Department an additional week (until Monday, April 24, 2017) to respond to this request?
The 15 business day appeal period would not begin until either the date of the Police Department’s final response or the day on which the request is deemed denied by the operation of law (the day after the final response is due).
Respectfully,
Philadelphia Police Department
