Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:
Contracts and invoices related to the use of communication services at any and all county correctional or detention facility locations under the jurisdiction of this agency. This may encompass telecommunication, kiosk, and mobile tablet services.
Please provide the following relevant materials.
• Any and all open or active Requests for Proposal or similar solicitations regarding the provision, installation, maintenance, or use of communication services. If available or applicable, please also provide equivalent materials for video conferencing equipment and other electronic communication and telecommunication services.
• Any and all active contracts regarding the provision, installation, maintenance, financial requirements, associated commissions, or use of communication services. Please include all associated supplemental materials, including any and all attachments, amendments, and exhibits. Please provide any other materials regarding the terms of service, including the term and expiration date of the current contract, as well as any optional contract extensions. Please include the name of the current telecommunication provider, as well as the services currently being provided pursuant to the agreement. Relevant companies include, but are not limited to, CenturyLink, City Tele Coin, ICSolutions, JPay, and Securus Technologies.
• Any and all financial reports, commission reports, revenue reports, and invoices related to the provision, installation, maintenance, or use of communication services. Please include all usage and fee reports, providing as much segregable data as possible, including, but not limited to, the rate at which the funds were generated, the revenue generated for each service, the timeframe during which the funds were generated, the nature of the communication's payment (collect, prepaid, inmate account), etc. If available, please also provide equivalent materials for video conferencing equipment and other electronic communication and telecommunication services.
Please provide all current contract materials and invoices for the period January 1, 2015 through the date this request is processed.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I received the FOIA request regarding communications and expenditures for
our equipment. I will have to forward the request to Alice Wallis, 911
Coordinator and OEM to retrieve that information as well as any materials
associated with it. It will take more than three days to track down this
information. If you would like, Mrs. Wallis can be reached at 501-889-3228.
She may be able to get the information much more quickly. I will also get
with the Sheriff's Administrative Assistant, Christina Wilson, to see what
information she may have on this. Mrs. Wilson is due back to work on
Monday August 12th.

This is my second email in response to the request that was faxed to the
Perry County Detention Center in Perryville Arkansas. I need to know
exactly what communications services you are referring to. Is it our
dispatch, officers, or the Sheriff's Office itself? We use various
companies for our radios, internet, phone lines (land and cell). Please use
this email and the information provided at the bottom of this email for
responses. Please provide me with the information on which services of
communication you are inquiring so that I may process and fulfill your
request.

I'm primarily interested in the phone/video visitation/communication services available for inmate use; you needn't provide materials related to employee radios or the like. At this time, we do not have any video communications for our inmates. They have access to a phone system in each pod and that service is provided by Correct Solutions and time for phone use is purchased through KIOSK located in the booking area of the detention center. I will pull the info for that system as soon as possible and get it to you.

I have ran into issues on exactly which documents you are wanting. We have switched communications vendors since 2015 and we do not use any kind of video communications. Please break down exactly what you are requesting so that I may attempt to find the proper documents.

Attached is what I could find from this office concerning communications
and equipment for the Perry County Sherriff's Office. For any further
contracts, you may need to check with Perry County Clerk / Circuit Clerk
Persundra Hood at 501-889-5126 and/or the County Treasurer Jan Moore at
501-889-2710. Our landlines are through Windstream and I could not find any
kind of contracts with them, our Internet is through both AT&T and The
Computer Works.
If there is anything else I may be of assistance with please let me
