Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
All electronic communications, including but not limited to, emails, text messages, Facebook messages and phone calls from the following members of the Peoria Police Department that took place during the April 22, meeting of the Peoria City Council:
Chief of Police Steve Settingsgaard
Capt. Mike Eddlemon
Capt. Lisa Snow
Capt. Mike Scally
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Ms. Hammer,
Multiple citizens reported seeing Chief Settingsgaard and Capt. Mike Eddlemon texting during the meeting.
We believe those communications are not exempt from release.
In addition to citizens seeing this action, a person who operated a parody Jim Ardis Twitter account has informed Muckrock that Eddlemon and perhaps other police officials were looking at the person's phone as he tweeted during the meeting. He noted on Twitter that the Chief was texting.
Please confirm that there are no documents responsive to this request from any of the indicated PPD employees.

I checked with all the parties in your request.
Captains Snow, Scally and Eddlemon stated they do not have any text, email or Facebook messages that took place during the April 22 meeting of the Peoria City Council.
Captain Snow received one phone call regarding a personal matter. Captains Scally and Eddlemon did not have any phone calls.
Chief Settingsgaard did not have any text, phone calls or Facebook messages that took place during the April 22 meeting of the Peoria City Council.
He did receive 2 emails during the meeting that did not relate to Twitter or @PeoriaMayor. These are attached for your reference.
