Southeastern PA Regional Task Force License Plate Reader Policies

To Whom It May Concern:

Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:

Any and all Southeastern Pennsylvania Regional Task Force policy documents pertaining to collection, sharing, and retention of license plate reader data collected by the 31 PA police departments under your agency's purview. This request should include any existing memorandums of understanding, or equivalent thereof, regarding sharing agreements with federal law enforcement and homeland security entities, such as the Drug Enforcement Administration, Joint Terrorism Task Force, and Department of Homeland Security.

According to the Philadelphia Police Department's 'Directive 141', issued in 2013, page 15 of the document indicates that your agency maintains a server at the Delaware Valley Intelligence Center (DVIC), and on that server are stored plate data collected by 31 police departments throughout southeastern PA. Please find attached the relevant document provided as reference to assist in your search.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
