To Whom It May Concern:

On behalf of the Climate Investigations Center (CIC), a national non-profit association of advocates, bloggers and researchers, pursuant to Pennsylvania's Right to Know Act, I hereby request the following:

1. All correspondences, documents, or records between members of the Department of Community & Economic Development of Pennsylvania (DCED) with Pennsylvania Independent Oil and Gas Association's (PIOGA) Director of Natural Gas Market Development Joyce Turkaly (joyce@pioga.org or a personal email account);
2. All correspondences, documents, or records between members of DCED with PIOGA's President and Executive Director Dan Weaver (dan@pioga.org or a personal email account);
3. Any and all electronic records exchanged between members of DCED with members of PIOGA that contain the following terms: "MEET-U"; "Mobile Energy Education Training Unit"; "Drake Well Museum and Park"; "Friends of Drake Well, Inc."; "No Green Slime"; "No Green Slime campaign"; "http://www.nogreenslime.com/"; "curriculum"; "k-12"; and "primary education".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. CIC is entitled to a fee waiver because it is a news media organization, and because this request for records concerns activities or operations of the government. Disclosure of the requested records will likely increase public understanding of government operations since CIC has the ability and the intention to effectively convey information contained within the requested records to a broad public audience. Founded in 2014, CIC’s investigative research and reporting has appeared in local and national publications such as the New York Times, the Huffington Post, and the Washington Post. In addition to using the information from this request to generate news stories, CIC would distribute information obtained and inform the public at large through various online platforms (such as http://climateinvestigations.org/).

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
