Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

Copies of emails sent to, from, or through the High Tech Crime Consortium ListServ. The emails may be identified by having one or more of the following:

* A sender with a display name of either "High Tech Crime Consortium Listserv" or "High Tech Crime Consortium"
* A subject containing either "HTCC" or "[HTCC]"
* Sent to or from an email address containing "htcc" or hightechcrimecops.org

You may limit this request to records generated between April 1, 1998 and the date of the processing of this request.

I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In reviewing my calendar in preparation for next week's RTKL responses I note that you are due for a response on RTKL Request 2020-154 (attached). Due to the Covid19 pandemic and the Attorney General's mandate to telework some functions of the office are slightly delayed. In this case we are waiting on emails from our IT Department. They are working diligently to fulfill all requests but at this time we are experiencing a slight backlog.

To that end, I wonder if I could ask your permission to extend your request another 30 days with the understanding that as soon as I receive the records from IT I will reach out to you to adjust the due date.

Your current due date is Wednesday September 16, 2020. A 30 day extension would take us to Friday October 16, 2020.

Please let me know if this is acceptable to you. If you have any questions or concerns please let me know.

As promised I am updating you on your request because I have heard back from our IT team. They advised that your request pulled over 20,000 email without even completing the search for all potentially responsive records. They suggested that you refine your request. Some of the concerns regarding your request were:

1. The email vault was started in 2008 and the time frame of 1998 to 2020 covers 22 years.

2. The search terms are too broad and non-specific resulting in a large number of emails that appear to be responsive to your request.

To that end, would you like to withdraw this request and file another more specific request, or do you want to modify the existing request?
