1033 MOU and annual inventory form (Arizona - Payson)

Pursuant to the state open records law, Ariz. Rev. Stat. Ann. Secs. 39-121 to 39-122 and 39-128, I hereby request the following records:

-The current memorandum of agreement (MOA) or memorandum of understanding (MOU) with the Defense Logistics Agency, Disposition Services regarding the 1033 equipment surplus program administered by the DLA Law Enforcement Support Office

-The annual inventory form required to be completed by the state coordinator of the 1033 program

According to the DLA FAQ page regarding the 1033 program, Payson Police Department is the agency in charge of coordinating the 1033 program for the state. See http://www.dispositionservices.dla.mil/leso/Pages/StateCoordinatorList.aspx

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Apologies for the confusion. This is a request for:

1) The annual inventory of equipment submitted to DLA by the state coordinator for the 1033 program in Arizona. It is my understanding that the state coordinator submits an inventory for controlled property, based on this guide from DLA: http://www.dla.mil/issuances/Documents/i8160.01.pdf

2) The MOU/MOA between your department and DLA. It is my understanding that this MOU/MOA was signed between DLA and state coordinators in summer 2013, based on this report from DLA: http://www.dla.mil/StrategicPlansandPolicy/Pages/DLA_Statement_of_Assurance.pdf

Please let me know if you require additional clarification as to the documents I have requested above.

I do not have any copy of the form -- I've only seen references in the DLA materials I cited.

Has the state coordinator completed such an inventory for past years? Alternatively, did the state coordinator prepare its own inventory document in preparation for completing DLA's online version?

Additionally, please confirm whether you are familiar with the MOA/MOU referenced in the other portion of my request.
