Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:

Any and all records of a David F. Norton; including police reports, any arrests, and any complaints.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

I am in receipt of your APRA request regarding David Norton. I am requesting clarification of your request.

I have construed your request for "police reports" and "any arrests" to mean that you are seeking any arrest reports, incident reports, or accident reports involving David F. Norton that may be in the possession of the Pawtucket Police Department. If you mean "police reports" and "any arrests" to include other police records, please let me know with particularity the records you are seeking, so the Police Department can determine if it is in possession of said records.

Regarding your request for "any and all records of a David F. Norton", this is a broad request which could include any number of records potentially in the possession of various Departments in the City. As you may be aware, a requesting party has an obligation to frame requests with sufficient particularity to ensure that searches are not unreasonably burdensome, and to enable the searching agency to determine precisely what records are being requested. See Nye v. Department of Public Safety, PR 16-46. Otherwise, the City is placed in the position of having to guess or assume what is being sought. I am respectfully requesting that you state with sufficient particularity the "records" are you seeking (in addition to police records), so the City can determine if the records are in its possession.

Last, you have also requested "complaints" associated with David F. Norton. Please advise if you are seeking complaints filed by Mr. Norton or complaints filed against Mr. Norton. In addition, I am respectfully requesting that you state with sufficient particularity what type of complaints you are seeking, so my office will be better able to know which Departments in the City might be in possession of records of such complaints (i.e., police complaints, zoning/housing complaints, APRA complaints, etc.).

I hereby appeal this decision and request a redacted copy of the following police reports:
