Pursuant to the Louisiana Public Records Law, I hereby request the following records:
1. A record of the date of 911 call, time of call, the time the emergency response entity was notified, the identity of the emergency response entity, the record of the date and time the call was received by the emergency response entity, and the time the emergency response entity arrived on the scene regarding any calls from Richwood Correctional Center at 180 Pine Bayou Cir, Monroe, LA 71202 on October 15, 2019.
2. A record recording of any 911 calls from Richwood Correctional Center at 180 Pine Bayou Cir, Monroe, LA 71202 on October 15, 2019.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

The Ouachita Parish Police Jury received this request in the mail this morning (5/28/21). I have forwarded it to the Ouachita Parish Communications District, operator of the 911 system, for a reply. The Memorial Day holiday will cause a slight delay, but I expect to have any responsive records to you not later than June 4.

From: Ouachita Parish Police Jury
Thanks for your follow-up. I am sorry it was necessary. I'd thought the responsive documents had been provided.
The Ouachita Parish Police Jury ("OPPJ") does not possess any records of a "911 call" from the Richwood Correctional Center on October 15, 2019. However, the OPPJ's "Ouachita Parish Communications District" which operates the parish's 911 System and the Computer Aided Dispatch system used by first responders in Ouachita Parish does have records in its CAD system related to two calls made from Richwood Correctional Center on that date. These calls were not made through the 911 system, but were dialed directly, one to the Ouachita Parish Sheriff's Office and the other to Acadian Ambulance Service. As these were not "911 calls" neither the OPPJ nor the Communications District has any recording of these calls.
The OPPJ/ Communication District records regarding these calls are identified as "Call For Service Detail Report - CFS 3517" and "Call For Service Detail Report - CFS 3551" are being uploaded.
