Pursuant to the Florida Sunshine Law, I hereby request the following records:
Records sufficient to illustrate the procedure(s) used to assess residential & commercial property from 2000-2020, including what underlying data, variables, and statistical software were/are used in mass appraisal. I also request records sufficient to explain any changes made to the assessment procedure(s) during this time frame.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Dear Ms. Watson,
Thank you very much for your reply. When you say it would cost $300 for 20 years of assessments, does that refer to the values that are the output of the assessment process?
I am attempting to acquire information about the inputs to the assessment process - i.e. what statistical software is run & what years of sales data is the input data to calculating the assessed values. Would it be possible to get a quote for either 1) a document providing a detailed description of the calculation of the assessed values or 2) the scripts ("code") in the statistical software program actually used to make the calculations?

Good morning Ms. Msall,
Thank you for contacting the Orange County Property Appraiser's office. Once we receive the payment of $300 per your attached data request letter, I will send the files to you via Dropbox. Please note that we do not add or remove fields from our file. Attached is our 204s file layout with the fields that are included.
All data requests must be prepaid; we only accept credit cards if paying in person, but unfortunately due to the Covid-19, our main office is still closed to the public. Make check payable to: Orange County Property Appraiser (checks made out to OCPA will be returned).
