Pursuant to the Oregon Public Records Law, I hereby request the following documents:

All policies, procedures, memorandums of agreements, other memos, directives, communications, occurrence reports, and any other relevant materials regarding the reporting, negotiations, control, aftermath, and general treatment of hostages taken or individuals restrained in a hostage-like manner by individuals detained or under the supervision of facilities maintained under the jurisdiction of this agency, including juvenile, local, and private facilities, if applicable. If additional policies are maintained by other agencies, direction indicating such would be greatly appreciated.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

I noticed my error shortly after I sent it. I receive several requests from MuckRock, can you explain to me what the company does, and what the data is used for. I’m having a very difficult time with the hostage policies request because we won’t disclose any of that information. Plus, we have no information regarding anything to do with juveniles. Can you maybe revise your latest request?

I do know that we received a similar request a while back, and we are not able to disclose that information due to the safety and security of our institutions. Having reviewed your request, we are able to inform you that all of the above requested information can be found on the Oregon Department of Corrections (DOC) website provided below. I have attached the link.

Also, I attached a fee estimate to proceed with individual list per institution. I think you will find the information you are looking for on our link. I will certainly continue with a detailed per institution documentation a soon as I receive payment. Please note we do not have access to juvenile or private facilities, so you will have to contact them for that information.

Please note this request has been pursued in several similar ways to several employees at DOC from your company each one responded to with an individual LOA and fee estimate. This includes a response to you back in November relating to this same request. Please let me know how you would like to proceed, and let me know if the link included has what you are looking for.
