To Whom It May Concern:

Pursuant to the Oregon Public Records Law, I hereby request the following documents:

A list of all personalized license plate number applications that were rejected for the year 2013.

If available I am also looking for:

-The reason for the rejection of the personalized plate.
-The vehicle make and model.
-The City and County where the applicants vehicle would be registered.

I am NOT looking for any personal identifiable information such as first and last name, street number, street name.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi,

I've attached a record request form and CC'd Donna Kowitz. Please send the completed form to her, and she will provide you a cost estimate to do the data processing work to retrieve this information.

We cannot waive the fee because the Oregon constitution prohibits DMV from expending any resources that are not dedicated to the State Highway Fund. Even statistical requests require a database expert to write the inquiry program. However, if a similar request has been made that might fit your needs, we can provide that at little or no cost. In any case, we would provide you with a cost estimate before asking for your approval to do the inquiry.

Donna will be able to tell you what our data can and cannot provide. For example, I'm not sure we have recorded the make, model, city, county, etc., of vehicles for rejected custom plate applications because the plate never was assigned to a vehicle. I am also fairly sure that we have not recorded specific reasons for each individual rejection. But Donna will dig into the details for you.

Some background on the Custom Plate Program:

In Oregon, we call "vanity" plates Custom Plates. The link below has more information on the program, and the Custom Plate application form has the rules included:

Your request for information on custom plates that have been applied for and were denied has been referred to me. Our records do not contain information on the vehicle that a plate was applied for, nor do they contain the address of the customer. We can provide you with a list of custom plates that were applied for and the reason they were denied. In order to provide you with this information, we will need to run a query on our records. The cost for the information will be based on the amount of computer time and staff time to run the query, so we don't know the exact cost until after the query is run. However, the estimated cost is $25.00.
