Pursuant to the Oregon Public Records Law, I hereby request the following documents:
All records relating to the investigation of Chris Harper Mercer and his involvement in the mass shooting at Umpqua Community College in Oregon, especially as they pertain to his possible use of the website 4chan.org to announce his criminal intentions prior to the shooting. CNN has reported that the Douglas County Sheriff, John Hanlin, and the Douglas Country medical examiner have ruled Harper-Mercer's death a suicide as of Saturday 3 October ( http://www.cnn.com/2015/10/01/us/oregon-college-shooting/ ). Additionally requested is all correspondence pertaining to the surveillance of radical elements of 4chan.org in Oregon in the last five years.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Thanks for the follow-up. I sent an inquiry to our Criminal Justice Division and was informed that they have compiled responsive materials for my review. At this point, I’m not sure what it is or how much it entails. But once the disc is actually in my hand I should be able to give you a better sense.

I expect to be able to answer you next week. It is not much material; the Criminal Justice Division has explained to me that our Fusion Center was not actively a part of the investigation team. But a CJ investigator did compile some information that was sent along to the investigative team, relating to internet activity.

Mr. Knight,
You asked for documents pertaining to the investigation of Harper Mercer, especially with regard to social media and 4chan.com. As I think I mentioned previously, Oregon DOJ was not involved in the investigative side. However, we do possess a small volume of responsive material sent by one of our investigators to the investigative team. At this time we are denying your request for those materials because a criminal investigation remains ongoing and consequently the records are currently exempt from disclosure pursuant to ORS 192.501(3). You should renew your request at a later date, as that exemption generally does not survive the conclusion of relevant criminal process.
